7. What is the new Synthesis Report and what does it have to do with COP28?

The new Synthesis Report is a 65-page PDF document published by the UNFCC, which includes the views of almost all COP Parties. It is based on contributions received from 24 Parties on behalf of groups of Parties or individual Parties, representing 180 Parties, and from 44 non-Party stakeholders.

It is a report designed to help governments make a decision on the Global Stocktake of the Paris Agreement at COP28. The Synthesis Report reflects the opinions of governments and their perspectives on the main elements that could constitute such a decision.

Simon Stiell , Executive Secretary of UN Climate Change, has expressed a devastating reality:

“This report puts the cards on the table – except this is not a game. We know that we, as a global community, are not on track to achieve the long-term goals of the Paris Agreement and that there is a window of opportunity that closes quickly to ensure a livable and sustainable future”. UNFCC

Stiell has also said:

“This synthesis report is a preliminary draft of what could be the final result of the Global Stocktake, based on the Parties’ own words. Nations should make full use of the contributions to build consensus around to an ambitious outcome towards action in this critical decade”, he added. (See question 8).

For his part, Sultan Al Jaber , President of COP28, stated in relation to the Synthesis Report:

“The report tells us again that the world is on the wrong path. COP28 is the time for all Parties to come together and put viable solutions on the table. We must be prepared with real responses to face the challenges, eradicate 22 gigatonnes of emissions by 2030, strengthen global resilience and mobilize finance at the scale needed to enable a just and equitable transition. Now is the time to come together, act and deliver a strong negotiated outcome on the global inventory”. UNFCC

The Global Stocktake is produced every five years and is intended to inform the next round of climate action plans under the Paris Agreement (nationally determined contributions, or “NDCs”) that will be presented in 2025.
