9. What is the Enhanced Transparency Framework and how does it work?
The Enhanced Transparency Framework (ETF) is an element of the Paris Agreement whose purpose is to promote transparency and mutual trust between the parties, “for measures and support”. It is based on “the transparency agreements established under the United Nations Framework Convention on Climate Change (UNFCCC), commonly known as the Monitoring, Reporting and Verification (MRV) system.”
“Transparency in support refers to the clarity of the support offered and received in matters of mitigation, adaptation, financing, technology transfer and capacity building. Developed countries should provide information regarding the support they have offered and developing countries must provide information on the support that is required and that they have received. For many nations, support in terms of capacity building is vital, however, the implementation of these new requirements represents a challenge”.
